Abstract: Emergency materials are always scarce, and transport capacity is limited. Material need of the hit point is changing follow the response time and the amount of commodity which is already distributed. This paper sets the response time as the main parameter of the model, than researches the optimal decision under the condition of dynamic demand of hit point.
