Abstract: A selection of social resource allocation model is well influenced and restricted by economic, political and cultural aspects of social conditions, in turn, which have a huge reaction to social life. After the main market, the government's main mode of resource allocation, we explore the resource allocation model of non-state actors. In the context of governance, market entity, government body, NGO and other private bodies set up in different areas and take different approaches to the allocation of resources. They pursue different principles, both learning from each other and mutually penetrating, in purpose of development and utilization of the limited resources to achieve the best results.
