Abstract: The shortage of the high-end technology talents is the key restricted factor of military departments’ modernization. There are two ways to solve the problem, the first is to introduce talents through the market, the second is to train and develop the internal talents. The paper constructs the cost performance model of introducing talents and self-training talents. The conclusion is that the cost of introducing talents from the market is more than the investment cost of the self- training talents. Whether the way of introducing talents have created more than the gains from the way of self-training or not depends on the organization viscous degree of military departments.
