Abstract: From planned economy to market economy, the institutions face the adaptability conversion of external environment and its own system and operation ability. The transition of institution manifest the double characteristics of planning system and marketization development needs. In the absence of standardization management mechanism and supporting of the mating idea, the institution operation expose many regulatory pitfalls and blind area, normal and rigid supervision system is crucial for the development of reforming institution.
