Abstract: |
The co-ordination of the urban and rural development and the advancement of the process of the urban-rural integration are important measures to implement the concept of scientific development, solve the problems of agriculture, rural areas and farmers and build a well-off society in china. Farmers’ quality has become a bottleneck which restricts the development, so the reinforcement of farmers’ education and training with the aim to enhance their quality becomes the only way to promote the integration of the urban and rural areas. This paper objectively summarizes the achievements, experience and problems of Tianjin’s carrying out farmers’ education and training tasks such as “Rural Labor Force Training 3-5-1Project” and “Farmer Quality Enhancing Project” and proposes countermeasures to build a long-term mechanism of farmers’ education and training including perfecting the legislative mechanism, improving the government-led multi-input mechanism, optimizing resources integration mechanism and strengthening the evaluation mechanism.
