Abstract: Flexible management is a new concept of human resource management. It was adapted to the knowledge and intellectual staff. As well as it was adapted to changeable and uncertain environment. High and new technology enterprise human resources as high knowledge and high intellective group, flexible management is an inevitable choice. Based on the analysis of the flexibility of human resources management the connotation and characteristics of high-tech enterprises human resource, this paper presents a suitable for high and new technology enterprise human resources flexible management model. This model includes the building of enterprise culture and people-centered humanistic management, and human capital of recessive psychological contract management ant enterprise talent retention mechanism.
