Abstract: The financial crisis provides the western region an unprecedented opportunity in its great development and brings great challenge to its efficient allocation of human capital as well. Strategic significance of the human capital in the great western development will be studied in this paper and then some specific ways will be given by analysizing the feature of the human capital in the western region and solving the problems lying in the course of the allocation.
