Abstract: In order to overcome the shortcomings of evaluation of the relative validity of local government performance found it difficult for both the comprehensive and the objective evaluation in the past. this paper will be written under the background of local government performance evaluation, while trying to use the improved DEA model with a AHP restraint cone to evaluate local government performance. After drawing local government performance evaluation system co-searched by National Institute of Science and Technology Personnel and the local government in 2004, I select the typical indexes and make evaluation of five districts (counties) governments’ performance of Nanjing, The results show that Jiang-Ning county and Pu-Kou county and Lu-He county as a model only under the DEA does not work, returns to scale were increasing trend, and the remaining four counties are DEA effective government, showed the same trend of pay scale. Pointing out the model’s validity for local government performances evaluation as well as its application premises. The above can well explain that the model not only takes the character of the traditional DEA model, but also reflects the preference of the decision-maker. It is bound with AHP model cone DEA analysis of the optimal solution in this paper,a greater impact on local Government Performance analysis of the factors, in order to improve the performance of local government to provide an effective basis.
