As a strategic human resources business model, Human resources outsourcing has got a certain degree of development, and has been actively used in certain circumstances. SMEs have strategic needs in their particular stage of development of human resources outsourcing. Needs analysis, and standardization for SMEs characteristics of human resources outsourcing has far-reaching significance for promotion of SME development.
