Abstract: Enterprise internal stability is of importance in management research. This article analyzes the ecological background, successes and problems of regulatory mechanisms of classical management and modern contract theory. Since the middle of last century, the key problem of enterprises has not been the labor conflicts, but risen to the conflict between enterprise purpose and new social culture thoughts. Regulation mechanisms of classical management and modern contract theory can not solve this conflict fundamentally, and cultural governance has become the new mechanism to solve internal instability and production inefficiency. New culture focusing on social responsibility value has gradually become the mainstream of social culture, therefore, the core of modern enterprise culture and culture governance is to establish excellent enterprise culture focusing on social responsibility in order to better figure out the issue of enterprise internal stability.
