Abstract: Regional effect is the advantage brought by the natural condition of a region. Agglomeration effect is the advantage caused by the industrial cluster in which enterprises in a given industry gather to operate. A game model and its extended analysis showed that the origin of natural resource-based industrial clusters was a result of working together of both the regional effect and agglomeration effect. The formation of industrial clusters was influenced by the transportation cost, the demand function of final product, the regional effect, the agglomeration effect and the difference of agglomeration effect between two regions.
