In this paper, the time series method is used to study the influence of the public factor on the development of Jingdezhenceramics characteristic industrial cluster. This research thought that the manner and the policy which Chinese government as the public representative adopted in the Jingdezhen ceramics characteristic industry cluster induces as follows approximately. Looking from the intervention level, the government basically did not set up any management structure inJingdezhenbefore Tang Dynasty. The government management is mainly the macroscopic management in the times of Tang Dynasty, Song Dynasty and Yuan Dynasty.The government adopted the positive intervention policy after the Ming Dynasty and Qing Dynasty. After the latter Qing Dynasty, Chinese Central authorities reduced gradually and even give up supporting finally, thus the Local authority became the attention main body. In mode of administration, it has experienced two transformations. First, it transformed from by the administration primarily to by the management of economy primarily. The second, it transformed from the sole management to the omni-directional management.
