The corporate social responsibility theory and the learning organization theory reflected the change of internal environment and external environment of the enterprise, it is the new development of management theory. In this paper, from the analysis of synchronic and diachronic, it think that the corporate social responsibility reflects the changing macro environment, that is the positive response to the external social issues, and the learning organization reflects the internal environment factors of the enterprise, that is the depth excavation to the enterprise potential. The corporate social responsibility and the learning organization have the same value aim that is combining the organize value realization and the personal value realization together.
