This article compares and contrasts the impacts of the two "Bringing-in" foreign capital strategies on Chinese enterprises in terms of innovation abilities,and further discusses the significance and historical inevitability of the "Going-out" strategy for Chinese enterprises to enter the global innovation system during the new round to reforming and opening up.
