Abstract: Technology business incubator is an emerging service provider as catalysts of enterprises technology innovations and accelerators of the development of high-tech industry. The virtual public service platform is supported by the application of information and telecommunication technology. And it plays the critical role to improve and extend the service system of technology business incubator, and to enhance country’s independent innovation ability. Referring to the domestic and foreign experiences of providing the virtual incubation services, added with his own practices and thoughts at technology business incubator in many years, in this article, the author elaborates the issues related to the core functions, infrastructure & essential elements, incubator process and technique implementation of the virtual public service platform.
