Abstract: Emergency resources are the basis for effective emergency management. However, most emergencies are limited to local level, can’t receive national aid, therefore, it is very essential that the local government sign mutual aid agreements with adjacent areas in order to obtain the necessary emergency response resources. This paper introductions the types and elements of mutual aid agreements of American local emergency resources, the process of developing mutual aid agreements, and the development of mutual aid operational plan and so on, so that it can provide use for reference to the mutual model of our local emergency resource.
