Abstract: Internet public opinion under unconventional emergencies can be divided into social emergencies and cyberspace emergencies, according to various causative factors. This paper mainly discusses the differences of netizen attitude caused by social emergencies and its reason, and then explores effect of the differences of netizen attitude on the whole emergency, last but not the least, concludes the guidance strategies of this kind of unconventional emergencies.
