Abstract: The rate of rural mass incidents is increasing in recent years. How to deal with them has become a hot issue, especial for the public security organ. This article defines the rural mass incidents, generalizes the characteristics of the rural mass incidents and puts forward the emergency management of public security organs: improving the leader accountability mechanism; improving the intelligence and information-gathering mechanism; improving the investigating and mediating disputes mechanism; improving the emergency response mechanism; improving the directing public opinion mechanism.
