Abstract: There are lots of incidents in schools in China. It is essential to prepare for incidents for the purpose of efficient emergency response. The basic of the preparation is to develop school’s emergency plans. The school’s emergency plans are the scientific guidance for safty management and emergency respons, and can pretend people, property and entironment from the hazard as possible. Many of school’s enmetgency plans in China are unscientific and fail to operate. The thesis finds out a scientific method suitable for Chinese schools which incudes forming a planning team, hazar analysis for schools, determing roles and resposibility, determing ermergency resource, writing the plans, and testing and modifying the plans.
