Abstract: |
Since took office in 2002, Bush administration has made its effort in reforming and innovating its governmental sector. Guided by U.S. government’s Budget and Performance Integration initiative made by Bush Administration. Office of Management and Budget developed and initiated the Program Assessment Rating Tool, or PART, into government’s practices. This paper introduces the whole procedure of PART implementation on the basis of history of PART and evaluates its practices during the past few years since PART was created. This paper also reviews both the strengths of PART and challenges it has confronted during the past years. By doing so, the authors wish that this paper will be beneficial to reevaluate the value of “interior evaluating model” and further understand the development trend of China’s government performance evaluation in a theoretical perspective.
