Abstract: In the modern world, the theory of governance and good governance has become world-wide and international discourse context and analytical background. Its rapid development in China is becoming the leading discourse and effective analytical paradigm for Chinese administrative reform. By viewing the new requirements of social development and harmony, and by understanding and explaining the theory of governance and analytical paradigm, the change of Chinese governmental functions in the new period should regard the socialist fairness as value orientation, and regard the public government’s function pattern in combination of publicness with governance as the objective model.
