The rural and urban integration is a very important issue for sustainable development. During the integration process, besides the hardware integration (in physical form, such as transportation system, medical service, housing and economical development etc), the software integration (cultural, education, knowledge and spiritual visage etc) is also an important issue. For the developing countries, the software integration is even an essential issue. To successfully realise the integration of rural and urban of sustainable development, we believe that the software integration should be simultaneously developed with hardware integration for developing countries, especially for China. This paper proposes an E-business strategy with authors’ own thinking for rural and urban integration development in China.
