Abstract: Emergency plan has very important guidance function for government department to deal with emergencies. This paper puts forward a method of formal description and simulation analysis of emergency plan based on multiple views framework, researches transform mechanism between formal emergency plan and simulation model, designs a analysis environment which provides decision support for emergency plan analysis and evaluation.
