Based on existing studies, the culture productivity that private enterprise has been supported to develop was decomposed into four elements, that is mental strength, science and technology, education and the philosophy of harmonious development. To private enterprise as an example, using of Chinese statistics, 2008, data, analysis of experience on private enterprise in 1998-2007, the results display that spiritual power has been the main element for the private enterprise growth. Under private enterprise being of scarce capacity in technology in the present stage. The cultural productivity needs to be promoted, from a pure spiritual power to integrated cultural factors of spiritual power, science and technology, education and harmonious development concept for the private enterprise raising.
