Abstract: Project safety, quality, cost and progress are procedure controlled. Quantitative description is essential in the procedure control. It also leads to the theory of project procedure control. The operator unit system and unit operating are two brand new terms. They provide new approach for quantitative description in project process. This paper roundly expatiates operator unit system and unit operating. It is including three aspects: concept foundation, concept connotation and qualitative description of operator unit system. And the paper quantificationally describes for engineering project using operator unit system and unit operating. Finally, it gives application foreground analysis of operator unit system.
