Abstract: An effective emergency communication mode plays a very important role in improving emergency communication support capability and disaster relief effect, especially for major natural disasters. The traditional emergency communication system attached to the public communication network will be difficult to meet the needs of emergency communication. Therefore, we need to make full use of a variety of new technologies of emergency communication. Emergency communications are classified at the present stage of natural disasters in our country. Various emergency communication techniques under various grades are given. By analyzing characteristics of major natural disasters and needs of emergency communications capacity, two new alternative modes of emergency communication which combine satellite communication technology with ground-based emergency communication network are proposed. At last, the future development of emergency communication is considered.
