Generally, emergency management is divided into four phases: mitigation, preparedness, response, recovery. Most papers study these problems in one phase separately and seldom concern them as a whole system and seldom concern the quality in emergency management. This paper presents a PRRCA (plan, response, recovery, check, action) model in emergency management, this model shows that emergency management should include five phases: plan, response, recovery, check, action. Through this model we could improve emergency management quality continuously.
