Abstract: In managing the unconventional emergencies, the location and allocation, and the distribution of the relief materials are important to the results of managing the unconventional emergencies. In this paper, we firstly give the detailed features analysis and the classification of the relief demand, and then we give methods on forecasting the relief demand.
