Abstract: This paper first induces those diffusion coupling models existing in the evolving process of the public emergency, then depicts the structural expression forms of those models, and also analyzes their occurrence conditions, functions and fragility. Based on the above, the essay eventually brings forward manual intervention objects before and after the occurrence of coupling models in the public emergency diffusion.
