Abstract: In disasters, the wounded relief problem which minimizes the number of unrelieved persons and the transportation cost is comprehensively considered. It is recognized as a wounded cluster when the number of the wounded gets to a certain value and the rescue action starts. In the rescue process, we suppose that there is a rescue center and many wounded clusters. Meanwhile, several types of ambulances can be used for rescue assignment. According to the feature of many periods and many scenarios of the problem, we formulate a two-stage integer programming model which can be transformed to a series of knapsack problems and a multistage graph problem and corresponding algorithms are designed respectively. The software matlab 7.0 and lingo 9.0 are utilized. The computational results show that the model is reasonable and the proposed hybrid algorithm is effective to the solution quality and computing time.
