Abstract: The paper combines the single-depot and the multi-hit-point emergency supplies distribution, and meets the time constraints condition to analyze the vehicle distribution. Based on the analysis, the authors set up a dual target distribution model for the emergency system. This model not only meets the requirement of the shortest road map about the total distance, but also the least number of the emergency vehicle. After analyzing the vehicle distribution to the tsunami-hit points, the authors considered the traffic cubage, load, and the time constraints, and then, used the dynamic clustering algorithm to improve the efficiency of the vehicle distribution, and applied the penalty function to adjust feasible solution. Finally, the authors used the shortest path method to seek for the vehicle line. In this paper, the authors used the case analysis to examine the rationality of the model and the validity of the algorithm.
