As the main body of responsibility for emergency response, different levels of government correspond to different scales of incidents. Thus, when government planning scenarios for emergency plan, government, as the main body of responsibility at all levels only must develop corresponding emergency plan. The levels of government and the corresponse of the government, as the main body of emergency scenarios, will determine whether the emergency plan is useful or not. At present, there is little or no provision about corresponding size of scenarios in emergency plan, which makes emergency plan ineffective. This paper, bases on the relevant laws and regulations on emergency management in China, learns the methods and experiences in the scenario planning for emergency plan from foreign countries, and puts forward the guiding ideology, the main principles and basic methods of scenario planning for emergency plan in China.
