Abstract: Combining the features of Plans for handling emergencies this paper analyzes and designs the Emergency Disposal Plan Production System Based on Modularity. The system consists of five function modules，roaming 3D view module, editor plot module, composite evaluation module, fire forces assignment module, the user classification management, plan generation and management, tools software management, user management and data backup and recovery etc. With the production plan of subway gas leakage as examples, all functions of the system are demonstrated.
