Abstract: The emergency plan is one of important parts in emergency management. The administrative organizations have recently compiled many emergency plans. But it is necessary to apply a feasible method to verify whether these emergency plans implement the goals of expected emergency management. Effectiveness evaluation of the emergency plan is studied in the paper. By dividing these criteria into sub-criteria and analyzing the relations of these criteria and sub-criteria, effectiveness evaluation frame is constructed based on fuzzy Petri net. An evaluation method is presented by combining the belief degree and influence degree of these key criteria. Finally, an example is illustrated to show the effects of this method.
