Abstract: The unconventional emergency has become an important influencing factor in China. Facing unconventional events to achieve the change from the "predict response" to "scenario response" is urgently needed. In this paper, we provide the viewpoint of scenario learning based on the understanding of scenario and build the mode of scenario learning. It includes scenario constructing, scenario matching and scenario response. We discuss its application in emergency management decision-making at last.
