Abstract: Starting with the intrinsic request of propaganda，education and raising efficiency of emergency management，combining with the practical problems of the weakening of people preventive consciousness and emergency treatment capacity, and necessitated innovation of the existing propaganda education mode, this article puts forward the urgency of propaganda education innovation of emergency management. According to the analysis of human-orientated basic idea, it explored the necessity of human-orientated education model, combined with the request of emergency management and people’s psychological state when emergency happened. Based on the combining of propaganda system and education model, it studied the propaganda model frame on human-orientated education and main features, and put forward the matching measures for implementing human-orientated propaganda education model.
