Abstract: The thesis was mainly comprehensively stated from the following aspects: the network of American disaster mental health service, human resources management system and the mode of disaster mental intervene, giving proposals of improving the system of disaster mental health service combing with the current situation of the study on disaster mental and the construction system of disaster mental health service. To set the status of carrying out mental service in the catastrophe; to establish necessary situations and organizations; to build expert teams and establish the net of reserving talents; to carry out interrelated mental study and build mental health educational system. All above can be achieved through govermental lawmaking.
