Abstract: This paper analyses the emergency management of mass unexpected incident in the latent period, action period and residual period used the subjective gam me theory. In the latent period the presentiment system uses the forward induction to take actively prevent aimed at the root of mass unexpected incident. That needs to analyze the maximal calamity state. The paper uses the evolutionary game to analyze the factor of diffuse in the action period, so the contingency measure must be intervention as soon as possible in the budding state, and take the at emporary policy of stick and carrot, and it’s not suitable to prematurely publicize the fact. In therresi dual period the posterior project should take essential measure to improve the income level for the social weakly population, and to construct fair and reasonable social economic system. The posterior project should keep the stability and continuity, declares ended the crisis state and compensates additive losing for th econtingency measure, reforms the social information channel, throws daylight on the contingency measure to induct the different social collectivity receiving the new cognizing equilibrium.
