Abstract: As the biggest offhsore oil company in China, China National Offshore Oil Corporation (CNOOC) has conducted active research and practice on Health, Safety and Environment (HSE) management. The paper hereby probes into Emergency Early-warning System of petroleum and petrochemical enterprises, including the establishment of standardized and comprehensive early-warning management procedure and early-warning system, establishment and improvement of internal and external early-warning supervision mechanisms, corporate early-warning indicator system, early-warning mechanism and the like through multiple channels.
