Abstract: This paper defines the evolution mechanism of conventional emergencies at first, then summarize the literatures in terms of the stage, the proliferation, the cause and effect, and the scenarios. This paper discusses and considers the profound research question of the evolution mechanism on unconventional emergencies from the perspective of “scenarios-response” theory, the “unconventional” character of unconventional emergencies, and the need of scenarios on the decision-making and management of the “scenarios-response” unconventional emergencies. The research hopes to provide some theory basis for the decision-making of unconventional emergencies management.
