Abstract: Social risk is the uncertainty of threatening social stability and social order, and emergent public incidents are destructive events that disrupt social order and endanger public security. Social risk implies a possibility of social losses, while emergent public incidents mean social losses occurring, so there is a close relationship between social risk and emergent public incidents. First,this paper analyzes the basic concepts of risk and social risk as well as the characteristics and structural elements about emergent public incidents, and then presents some ideas about the dialectic relationship between social risk and emergent public incidents, and finally concludes systemically the general rule that social risk evolves to emergent public incidents.
