Abstract: Abstract: The Life Cycle and Operation Cycle of navy submarine are presented. The self-support and harbor-support are analyzed when submarine is docked. The effectiveness and cost model of two types of support are established with WSEIAC model. The calculation means is given. The effectiveness and cost example of support of two types is presented to a conventional submarine under the modification of WSEIAC model. The results display that the harbor-support is of superiority over self-support of submarine.
