Abstract: Abstract: With the advent of the knowledge economy, the modern enterprise is no longer facing the financial, technical and other issues, but human resource development issues. At present the issue of human resource development is the key issue of any economy, management, as well as the social problems. Enterprises’ human resources are the primary resources. The competition between enterprises or competition among peers, reflects the competition for talent. However, to change the sense of weak human resource development and the situation which attaches importance to educational background instead of practical operation, they need to use the performance as a beacon to develop and utilize the existing human resources effectively, and develop the potential of every employee, in order to achieve the strategic goal of enterprise. This paper analyzes the deficiency of Chinese enterprises’ human resources development, and proposes performance-oriented human resource development strategy.
