Abstract: Abstract: Since the 1980s, the western government reform with new public administration as its direction is a movement running for administration reform. Using new public administration in higher education and carrying out engagement system based on employment contract towards university teachers have gained some achievements, but it isn’t teachers engagement system in the true sense, and it even exists some salient problems. This research is to explore the status and problems of university P.E. teachers engagement system in new public administration movement, and then set up scientific, all-around performance testing system, and discover a suit of effective university P.E. teachers engagement and administration system.
