Abstract: Abstract: According to Timmons business process model, a successful entrepreneurial activity needs to make appropriate mix of entrepreneurial opportunities, entrepreneurship and entrepreneurial resources. We start the entrepreneurial process after obtaining necessary resources and the establishment of the team. As the uncertainty or weakness of the new start-ups makes it difficult to get external support, it will face with the problem of the prominent resource constraint. Clusters start to build networks to help SMEs in the network start-ups obtain business resources and improve their business performance. For this goal, this paper defines SMEs entrepreneurial networks of Clusters and their composition, entrepreneurial resources and their types, gives a concrete analysis of the impact of clusters of SMEs in entrepreneurial networks to access entrepreneurial resources, and establishes the impact model of SMEs entrepreneurial networks of Clusters to access entrepreneurial resources.
