Abstract: Abstract: In order to encourage innovation, Ohio State Government of US established Government Achievement Excellence Award, and made its unique evaluation standards and operation methods. The standards include aspects such as leaders intellectual ability, customer-centered service, human resources management, process systematic management and organization achievement, which cover a wide scope with focus, justice and objectivity so that the standards are very applicable and manageable. Meanwhile, its methods are carried out in levels which involve four from low to high layers such as pledge to excellence, commitment to excellence, achievement of excellence award and governor award for excellent. The awards are granted not only to enterprises but also to the different excellent departments of government and other divisions like education and health and non-profit organizations. In such way, all organizations can be motivated to be active in making excellent achievements. Local government can learn from the methods in organization evaluation.
