Abstract: Abstract: The eruption of outburst public health events has hindered our country society and healthy economy development, endangered the social stability. The Severe Acute Respiratory Syndrome (SARS) outbreak in March 2003 was a death sentence to the system of emergency management in China while the measures of resisting Swine Influenza A (H1N1) flu proved the progress of the domestic emergency management mechanism in recent years. The purpose of the essay is to study the development of emergency management mechanism of Beijing in terms of emergency feedback efficiency, organization system, contingency plan management, emergency operation and emergency indemnification. It also uses the public management and sociological theory knowledge to limit the outburst public health event. Finally, the paper analyzes the present situation of the SARS and H1N1 outburst public health event emergency management system with ascending to a theoretical attitude by comparison analytic method, thus gives some suggestions.
