Abstract: Abstract: In early 1990s, national hi-tech industrial development zones began to be recognized in China. Since then, the national hi-tech zones have met with fairly good results in promoting the development of hi-tech industry and the transformation of scientific and technological achievements. And the national hi-tech zones have greatly promoted the development of regional economy and the advancement of scientific and technological level. Based on the cross-section data about fifty-four plus 1 national hi-tech zones in 2007, this paper adopts factor analysis method and SPSS 16.0 software to analyze and evaluate their comprehensive development level. Results show that the national hi-tech zones made comprehensive, but imbalanced development and the regional differences were significant. This paper analyzes the reason and reaches conclusions, which may be used for reference to make hi-tech zones gain balanced and fast development.
