Abstract: Abstract: Currently, China's e-government system is changing from a phase of basic construction and system construction into a phase of application-oriented construction. The non-confidential system such as government portal is facing with security problems because it exists some weaknesses from the beginning. Security problems should be recognized properly and security risks should be assessed and analyzed. This article states the design of security assessment for e-government non-confidential system including assessment goal, assessment principle, assessment step and security test. It guides to ensure network security of e-government system and to improve the whole security level.
