Abstract: Abstract: The substantial motivations of High-Tech industry agglomeration center on positional and innovative and personnel predominance. The private capital exhibits different characteristics from other forms of enterprises in such aspects as the way of starting up and locating a business, together with coordinating inner functions, which are set to catalyze agglomeration of China’s High-Tech industry. Moreover, the private capital, having proactively fostering the establishment of China’s High-Tech development zones, serves as a primal motivation for the formation of China’s High-Tech zones.
